The Malta Premier League has welcomed the publication of Legal Notice 91 of 2026, describing it as an important step for the development of Maltese football.
The new legal framework allows sports clubs, especially football clubs, to become Sport Private Limited Liability Companies, making it easier for them to attract private investment focused on sporting development.
Under the new structure, at least 10% ownership will remain with a members’ foundation, ensuring that club members still have a say in key decisions and important transactions.
The Malta Premier League said the system will encourage responsible investment aimed at long-term sustainability, while helping clubs avoid situations where individuals leave clubs with heavy debts.
Discussions on the new law were led jointly by the Malta Premier League and the Malta Football Association, through Dr Joseph Muscat and Dr Matthew Paris.
Dr Muscat described the change as a crucial step for the future of Maltese football, saying it will help clubs attract specialised investment, support youth development and allow for better long-term planning beyond just one or two seasons.

The Malta Premier League also thanked several institutions and officials who contributed to the process, including Prime Minister Robert Abela, Ministers Clifton Grima, Silvio Schembri, Clyde Caruana and Jonathan Attard, as well as the State Aid Monitoring Board, the Commissioner for Voluntary Organisations, AIMS, the Office of the State Advocate and the Malta Business Registry.
Special thanks were also given to James Grech for helping facilitate the process.
The Malta Football Association is now expected to publish guidelines for clubs interested in adopting the new structure.
