Chelsea hit with major Premier League sanctions over historical financial breaches

Chelsea have been handed major sanctions by the Premier League after historical regulatory breaches dating back to the Roman Abramovich era were formally concluded on Monday, 16 March 2026.

According to the findings, the London club accepted a total financial penalty of £10.75 million, made up of a £10 million fine linked to historical financial reporting issues and a further £750,000 fine relating to breaches of Youth Development Rules. Chelsea were also given a one-year first-team transfer ban, suspended for two years, and an immediate nine-month restriction on registering certain academy players.

The Premier League’s investigation established that, between 2011 and 2018, undisclosed third-party payments linked to Chelsea had been made to players, unregistered agents and other third parties, with those payments not reported to the relevant football authorities at the time. The separate academy case covered the period between 2019 and 2022.

Chelsea’s current ownership, which took over in 2022, voluntarily self-reported the potential historical breaches and cooperated throughout the process. That cooperation was treated as a major mitigating factor, with the Premier League concluding that in no scenario would Chelsea have breached the league’s £105 million loss limit under Profitability and Sustainability Rules, meaning the club avoided any points deduction.

The sanction is being described as the Premier League’s highest-ever financial penalty, surpassing the previous record fine imposed on West Ham United in 2007.

Chelsea said they accepted the outcome in full, while making it clear that the immediate academy restriction only applies to players who had previously been registered with another Premier League or EFL club in the preceding 18 months, and does not affect current Chelsea academy players, international players, or first-time Under 9 registrations
